A crucial part of the game involves managing officers. Players can recruit talented generals, each possessing unique stats and skills in military, political, and intelligence categories. Assigning officers to appropriate roles within cities or dispatching them for tasks like troop training, espionage, or diplomacy is vital.

Diplomacy plays an essential role. Players can form alliances with other warlords to strengthen their position or declare war to expand their territory. Diplomatic decisions can significantly impact the overall war situation.

Warfare is a central element of Sangokushi II - Haou no Tairiku. When two factions clash, the game transitions to a battlefield screen. Here, players command their military units, moving and attacking in turns. Factors like terrain, unit types, and the officers' strategies all influence the battle's outcome. The goal is to defeat the enemy forces or capture their city. Maintaining troop morale and supplies is also crucial in prolonged battles.
