Players choose one of eight iconic wrestlers from that era, including Bret "The Hitman" Hart, The Undertaker, Shawn Michaels, Razor Ramon, Yokozuna, Lex Luger, "Million Dollar Man" Ted DiBiase, and Bam Bam Bigelow.

The gameplay of WWF Superstars 2 focuses on one-on-one matches inside the wrestling ring. Players control their wrestler by moving around the ring, performing basic strikes like punches and kicks, and especially various grappling moves. When close to an opponent, players can lock up and execute a variety of wrestling maneuvers, from basic throws to intricate holds. The primary objective in each match is to weaken the opponent enough to perform a finisher move and then pin them for a three-count, or force them to submit. Additionally, players can win by causing their opponent to be counted out if they fail to return to the ring in time. The wrestler's health bar displays their condition, and as it depletes, the wrestler becomes more susceptible to pins or submissions. Players need to manage their stamina and capitalize on the right moments to unleash the most effective attacks.

The game features two main modes: "Exhibition," which allows players to quickly jump into a match with any chosen wrestler, and "Tournament," where players must defeat a series of opponents to win the championship. Despite its 8-bit graphics and simple sound, WWF Superstars 2 successfully conveys the atmosphere and excitement of wrestling matches, providing enjoyment for WWF fans on the handheld platform.
