Romance of the Three Kingdoms II is a complex turn-based strategy game that puts players in the shoes of one of the warlords during China's Three Kingdoms period. The primary objective is to unify all of China by conquering territories and defeating rival forces. The game features multiple starting scenarios based on different historical timelines, allowing players to experience diverse situations and characters.

The gameplay of Romance of the Three Kingdoms II focuses on three main aspects: internal affairs, diplomacy, and military. In terms of internal affairs, players must manage the resources of their provinces, developing agriculture, commerce, and flood control to increase prosperity and income. This is crucial for maintaining armies and other operations. Players also need to recruit and train soldiers, ensuring a stable supply of food and money.

The diplomatic aspect allows players to interact with other warlords. You can establish alliances to fight common enemies, or break alliances when they are no longer beneficial. Negotiating, exchanging officers, or sending spies to gather information and cause internal disruption to opponents are also important parts of the strategy. Diplomatic decisions can lead to significant changes on the map of China.

Militarily, players will command armies in turn-based battles. When two forces clash, the game shifts to a battle screen where you control your units of officers and soldiers. Officers have their own stats and skills, affecting combat effectiveness. Choosing formations, employing appropriate tactics, and managing troop morale are key to victory. After each battle, players can capture or recruit defeated enemy officers.

Furthermore, managing officers is a central element. Players need to recruit talented officers, maintain their loyalty, and assign them tasks appropriate to each individual's abilities, from managing provinces, training troops, to leading expeditions. Each turn, players will issue commands to their subordinate officers, thereby shaping the destiny of their kingdom.
