Players need to select a team composed of members with different skills such as marksmen, bomb disposal experts, or medics. Each team member has unique stats and abilities, affecting their combat effectiveness and special tasks. Equipping weapons and support items like armor, grenades, or night vision goggles is also a crucial part of this phase. Players must carefully consider their entry points and movement routes to optimize their chances of success while minimizing risks to the hostages.

Once the plan is finalized, the game transitions to the action phase, presented from a side-scrolling perspective. Players will control individual members of their special forces team, moving through rooms and confronting terrorists. Engagements require players to have quick reflexes and sound tactics to neutralize enemies without harming hostages. The mission extends beyond simply eliminating terrorists; it also involves locating and rescuing hostages, defusing timed bombs, and neutralizing other threats. The game's difficulty progressively increases with each stage, featuring more terrorists, more complex hostage locations, and tighter time limits.
